Horthy would continue to be accepted as Hungary’s head of state. In his absence he would be substituted by a Regency Council and the Regent’s Representative. This proposal was obviously unacceptable to the Soviets, firstly because they would have been deprived of their influence on the government’s composition and secondly because the Muscovite Communists would have been excluded from the government. As a counter-proposal Pushkin and Geiger recommended a National Front or Committee, partly because there was no list of candidates acceptable to Moscow, and partly because they thought that there would be tension between a cabinet made up of pro-Horthy ministers and Muscovite Communists on one hand and the Soviet authorities on the other.

Churchill argued that if the Allies would land in the Balkans, Turkey would enter the war with the Allies, while Bulgaria, Romania and Hungary would jump out of it. On the other hand he was forced to admit that the Mediterranean campaign would delay Operation Overlord, which had received a green light at the conference in Moscow in October 1943. The United States wanted to stick to the priorities decided at the conference of Quebec and was hostile to the idea of transferring resources to the Mediterranean; Roosevelt insisted on holding only the existing positions, in order to tie down an adequate number of German troops.
